Professional Experience
Ms. Pacheco is currently an associate in the firm’s Miami office where her practice centers on the area of Labor and Employment. Specifically, Ms. Pacheco primarily represents management in litigation, as well as the provision of training and counseling to management and Human Resource professionals on labor and employment matters.

Prior to joining the firm, Ms. Pacheco was with the City of Miami where she served in numerous capacities. Her most recent appointment was to serve as the Assistant Director of the City’s Department of Employee Relations where she supervised the Labor Relations Division. Ms. Pacheco’s responsibilities included, but were not limited to, ensuring the City’s compliance with federal, state, and local employment laws; overseeing compliance with and disputes arising under the City’s collective bargaining agreements with recognized bargaining agents; participation on the City’s labor negotiation team; and participation in employment litigation and matters heard by the City’s Civil Service Board.

Before her appointment as Assistant Director, Ms. Pacheco served as the City’s Administrator of the Office of Equal Opportunity and Diversity Programs (“EODP”). In this role, she was responsible for the investigation of claims of employment discrimination by City employees, as well as representation of the City before the Equal Employment Opportunity Commission, the Florida Commission on Human Relations, and Miami-Dade County’s Commission on Human Rights. Ms. Pacheco also provided training to all employees, including specialized training to intermediate and senior management officials, on EEO compliance.

Prior to assuming responsibility of EODP, Ms. Pacheco was assigned to serve as in-house legal counsel to the City’s Community Redevelopment Agencies (Overtown, Omni, and Midtown). While there she participated in the expansion of the agencies’ geographic boundaries, which included amending community redevelopment plans and presentation of said plans to various legislative bodies. Additionally, Ms. Pacheco represented the agencies’ in contractual negotiations concerning its redevelopment activities, and appeared on behalf of the agencies before municipal and county boards and committees. Ms. Pacheco also advised the agencies’ management on employment and local government matters. Before her work with the agencies’, Ms. Pacheco was with the City Attorney’s Office where she was assigned to the Labor and Employment Division. There she assisted in the representation of the City in labor and employment litigation in state and federal courts, in arbitrations, and on matters before the City’s Civil Service Board.

Admissions
Ms. Pacheco is admitted to practice in the state courts of Florida, and the United States District Court for the Southern District of Florida.

Education
In 2003, Ms. Pacheco earned her Bachelor of Arts in Political Science, with a Minor in Classical Antiquities. Thereafter, Ms. Pacheco earned her Juris Doctor from St. Thomas University in 2006. During law school, Ms. Pacheco served as the Articles Editor for the Intercultural Human Rights Law Review.
